1.  Heat the sesame oil in a large skillet over medium heat.  Add the chicken and cook, stirring, until golden brown on all sides, about 5 minutes.  Add the sesame seeds and stir to coat the chicken with them.  Cook 1 to 2 minutes, until the seeds turn golden.  
2.  Add the broth, black bean sauce, and pepper and bring to a simmer.  cover the pan and cook until the chicken is cooked through, about 5 minutes.  
3.  Sprinkle the garlic powder all over the broccoli and arrange it over the simmering liquid.  Cover and simmer until the broccoli is crisp-tender, 3 to 5 minutes, then serve.  Goes well with angel hair pasta or somen noodles.
